In a bowl, mix 1/2 cup Panko breadcrumbs and 1/4 cup all-purpose flour.
Add 1/2 green bell pepper, 1/2 red bell pepper, 3 cans of salmon, 1/2 teaspoon garlic powder, 1/2 teaspoon salt, 1/4 teaspoon pepper, 1 large beaten egg, 1/4 cup mayonnaise, 1 tablespoon Worcestershire sauce, and 1/4 cup chopped cilantro. Mix until well incorporated.
Shape the mixture into 6-8 patties.
Heat 1-2 tablespoons of vegetable oil in a large skillet over medium-high heat.
Add the patties to the skillet and cook for 2-3 minutes on each side or until golden brown.
